After installing an ISA Server, you've now installed a security product that blocks incoming, outgoing, and local communication traffic on the TCP/IP stack. The first thing that most administrators want to do after installing ISA Server is to check for updates. They load up Internet Explorer (or FireFox), try to browse to Windows Update, and they quickly get an error page. If you look closely at that error: it is error mesage 403: Forbidden. This message is because your new ISA Server is denying all traffic out of the server!
